The platform hosts the that regulators are invited to provide comments and share insights as appropriate.

The ITU DFS Security Knowledge Sharing Platform is designed to foster collaboration among regulators and other stakeholders in the development and implementation of security guidelines and best practices for Digital Financial Services (DFS).

The main objectives of the platform are as follows:

  1. Facilitate collaboration among regulators and stakeholders to develop and refine the security recommendations and guidelines for digital financial services that were developed under Financial Inclusion Global Initiative.

  2. Provide a forum for sharing experiences, challenges, and lessons learned from cyber threat mitigation and the implementation of security measures across various jurisdictions.

  3. Promote the use of open-source tools and resources to ensure accessibility and adaptability of security guidelines for all stakeholders.

The platform provides access to the DFS security recommendations, for regulators to provide comments, share insights and updates on their implementation of these recommendations to keep the recommendations alive and dynamic as new threats and vulnerabilities arise.

These recommendations encompass mitigating SS7 vulnerabilities, protecting against SIM risks and SIM swap fraud, implementing mobile application security best practices, providing a template for a Model Memorandum of Understanding (MOU) between a Telecommunications Regulator and Central Bank on Digital Financial Services Security, and a DFS Security Assurance Framework
